A very insightful post. Many people affected, if not the community itself may go through "post-traumatic stress disorder" and that might include the professionals working in the sectors.

Examples like the youth worker that feels out of their depth (see http://bit.ly/nrOpao), the bobby that doesn't feel confident being on the beat anymore, the shopkeeper who doesn't feel they can trust anyone, as much as residents themselves.

This will be important to reflect on and explore how communities & institutions can recover together in an open, honest and supportive way. A technique I discovered while in South Africa shows the importance of mediation http://bit.ly/n6qE56)

Another more controversial but necessary step will be bringing the offenders into the conversation - it might seem too raw at the moment - but it will be difficult to rebuild the community without that, and I think that's why the community-based approach you advocate is so vital.
